DESCRIPTION  

The City of Thousand Oaks Community Development Department is excited to announce a rewarding career opportunity for a passionate and motivated Community Development (CDBG and Affordable Housing) Analyst to join our dynamic team!  

 

PRIMARY RESPONSIBILITIES 

  • Administer CDBG: Coordinate and implement the Community Development Block Grant (CDBG) program. 

  • Housing Program Coordinator: Assist in implementing the City’s Affordable Housing programs, HOME Investment Partnerships Programs, City Rent Stabilization Program, Housing Successor Fund, and City Housing Trust Fund, and related housing assistance programs. 

  • Ensure Regulatory Compliance: Interpret and implement regulations with the US Department of Housing and Urban Development (HUD), the State of California Housing and Community Development (HCD), and local ordinances and resolutions. 

  • HUD Needs Assessment: Conduct application workshops and community meetings; prepare applications, funding availability notices, and participate in the evaluation of funding applications and community needs.   

  • Coordinate Interagency Efforts: Coordinate CDBG and affordable housing funding activities with internal departments (City Manager, City Attorney, Finance, and City Clerk) and outside agencies at the County, State, and Federal levels. Review the work of contractors and consultants.  

  • Community Engagement: Represent the City in meetings with community groups and agencies. Participate in special multi-disciplinary task forces.  

  • Conduct Analysis: Analyze social, economic, demographic, housing, and land use data, as well as development plans, and technical studies for compliance with the General Plan, regional plans, codes, ordinances, and state/federal law.  

  • Prepare Reports & Documentation: Develop staff reports with recommendations on funding, program implementation, and complete HUD/HCD documentation, including contracts, performance reports, applications, public notices, Consolidated Plan, and NEPA clearances.  

  • Monitor Program Performance: Conduct compliance reviews, site visits, and performance evaluations. Maintain accurate records and develop tracking systems and monitoring procedures.  

  • Evaluate Housing Affordability: Review controlled rents, household income, affordable housing costs, and affordable sale price calculations. Screen and interview applicants to determine the household’s eligibility for affordable units. 

  • Deliver Customer Service: Respond to inquiries from the public, applicants, developers, consultants, and agency representatives. Explain program requirements and assist with applications.

Ideal Candidate

  • Knowledge of Housing Regulations: Well-versed in programmatic and financial reporting requirements, particularly for HUD and HCD grant programs, including CDBG and HOME Investment Partnership. A deep understanding of compliance and reporting procedures, ensuring accountability and proper fund allocation.    

  • Research Expertise: Skilled in advanced research methods, planning information sources, zoning ordinances, and environmental regulations.  

  • Analytical Problem-Solving: Demonstrates strong analytical, planning, and organizational skills with the ability to assess alternatives, make sound decisions, and ensure effective program implementation.  

  • Technical Proficiency: Able to work with a wider range of documents and data, including consultant reports, appraisals, financial statements, permit applications, planning guidelines, environmental guidelines, resolutions, ordinances, maps, software, and non-routine correspondence.  

  • Communication Skills: Strong oral and written communication abilities with diverse stakeholders, including but not limited to City staff, developers, attorneys, inspectors, and the public.  

  • Collaborate Mindset: Works effectively and fosters partnerships with a wide range of stakeholders, including non-profits, government entities, and other local organizations, ensuring collaborative efforts in housing and community development initiatives.

EDUCATION

Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or a field related to the area of assignment 

A valid Class C California driver’s license. 

 

EXPERIENCE

Two years of responsible professional level administrative and management analysis experience at a level comparable to an Assistant Analyst with the City of Thousand Oaks. Previous experience in Community Development responsibilities preferred.
